You get hydrogen from water by performing Electrolysis. Sending electricity in to the water will cause H2O to seperate into H2 and O2's that float up to the surface. You then burn the H2 (hydrogen) and run you car. Burning the hydrogen will then combine with oxygen again, which produces electricity to run your car. Water is the byproduct. Or, plan B, after separating the water apart, you can burn the hydrogen in a modified internal combustion engine, and have oxygen as a byproduct. I think that Plan B is simpler, and I will thus attempt to do that.
